That way, John could override them with non-meta keys, he just wouldn't ever be able to type an 's' (except by pressing a meta key to get past the translation) for example. I suppose you could do something perverse like use num lock as a 'mode' switcher... Personally, I don't think it's too much to ask to hold down the Control key.
